Why does California need SB 1221?

California can unlock millions of dollars for energy-efficient home upgrades in communities by redirecting funds that would otherwise be spent on costly pipeline replacements. SB 1221 will enable approval of up to 30 voluntary pilot projects that rely on zero-emission alternatives like neighborhood-scale decarbonization and thermal energy networks. These will: 

• Accelerate the transition to clean energy
• Prioritize investments in vulnerable communities
• Reduce utility bills for all customers
• Boost access to cooling
• Cut air pollution
